If you own or operate a warehouse or facility with warehouse space in the area regulated by the South Coast Air Quality Management District (SCAQMD), you may be subject to the Warehouse Actions and Investments to Reduce Emissions (WAIRE) Program. This includes Orange County and the urban portions of Los Angeles, Riverside and San Bernardino counties. Under SCAQMD Rule 2305, the WAIRE Program is an indirect source rule that regulates warehouse facilities to reduce emissions from the goods movement industry. This program applies to owners and operators of warehouses located within the SCAQMD jurisdiction with greater than or equal to 100,000 square feet of indoor floor space in a single building or have the ability to use at least 50,000 square feet of a building that has greater than or equal to 100,000 square feet of space that is used for warehouse activities.
The Annual WAIRE Report (AWR) is due January 31, 2025 for those locations with a warehouse size greater than or equal to 100,000 square feet and less than 150,000 square feet for the operating year of 2024. The following table outlines the reporting periods for each phase of warehouse size.

Prior to the submittal of the AWR, the Warehouse Operations Notification and Initial Site Information Report must be filed with the SCAQMD. The WAIRE Program is a menu-based point system that requires warehouse operators to earn WAIRE Points by completing actions off the WAIRE Menu, by implementing an approved Custom WAIRE Plan, or by paying a mitigation fee every year. The WAIRE Points are calculated based on the number of delivery truck trips that occur at the building.
